Assignment Description

A municipality is initiating a project to analyze and document the division of responsibilities between the municipal administration and the local energy company regarding fiber connections and associated infrastructure.

Responsibilities

• Investigate and clarify the responsibility boundaries between the municipality and the energy company for fiber installations.
• 
  
• Document current ownership structures and propose recommendations for responsibility distribution.
• 
  
• Assess applicable legal frameworks and regulations.
• 
  
• Evaluate ownership, accountability, and jurisdiction.
• 
  
• Analyze network design, technical documentation, and pricing/cost models.
• 
  
• Propose routines for ongoing management and follow-up of fiber-related issues.
• 
  
• Deliver a structured report to serve as a decision-making basis for municipal leadership.

• A formal investigative report with:
• Legal assessment

• Technical evaluation
• 
  
• Proposed models for responsibility and governance

• Recommendations for future procedures

Skills Required

• Experience with fiber infrastructure
• 
  
• Understanding of legal/regulatory frameworks related to municipal utilities

• Strong skills in report writing and documentation

• Fluent Swedish (spoken and written) is mandatory

Language

• Swedish: Proficient (required)

Initial Duration

• 12 months, with possibility of extension

• Work is requested and delivered on an hourly basis
