Assignment Description
We are seeking a consultant to support anchoring efforts related to the implementation of the "kostnad per brukare" (KPB) methodology.
Background
During 2024 and 2025, two sub-projects were conducted:
- Project 1: A pilot project to evaluate the KPB method.
- Project 2: A follow-up analysis comparing KPB results from 2023 and 2024, as well as benchmarking against other municipalities.
Purpose of the Assignment
The KPB method helps identify the cost of various interventions and services, aiming to assess whether financial resources result in the desired quality outcomes for users and whether they are used efficiently.
The analysis will be delivered in a report (expected in August 2025) based on financial summaries, operational statistics, validation meetings, and interviews.
It is intended to offer insights into resource allocation and effectiveness.
To enable a successful implementation, additional anchoring efforts are deemed necessary.
Examples of Anchoring Activities
- Oral presentations to all managers and the administration leadership
- Change management and implementation support

Introductory presentations within two operational tracks:
BoU and VuX
- Targeted support to department heads
- Ongoing check-ins with project stakeholders
Requirements
- Demonstrated knowledge of the KPB methodology and familiarity with the final report for Malmö’s labor and social administration to be delivered in August 2025.
- Capability and experience to carry out the assignment independently.
- The consultant must conduct all data analyses within the city’s designated IT environment.
The setup includes access to a secure data lake for in-depth internal data analysis using appropriate tools.
