Role: Senior Investigator

Seniority Level: Senior

Location: Malmö, Sweden (100% Onsite)

Remote Work: Not allowed

Purpose of the Assignment:


Map and analyze the current state of competence development within the department

Assess how training and learning efforts are currently:

Organized

Managed

Delivered

Resourced

Communicated

Perceived by managers and staff


Provide a comprehensive status report focusing on:

Structures and responsibilities

Target groups and content

Follow-up and evaluation methods

Alignment with city strategies and department goals

The assignment is limited to a status analysis and does not include developing action plans.

Background:

The department faces increasing demand due to demographic change, competition for skilled labor, and rising expectations for welfare services

Strategic competence development is seen as a key to:

Recruitment and retention

Quality improvement

Long-term sustainability

Several initiatives have already been launched, including:

Job role descriptions for leaders and staff

Structured training programs

The Malmö Lär digital learning platform

A clear and consolidated overview of current efforts is needed to further develop the department’s competence development strategy

Written report (comprehensive status analysis)

PowerPoint summary

Oral presentation of findings

Required Consultant Profile:

Senior consultant with at least 10 years of documented experience in similar assignments within the public sector, focusing on:

Competence supply

Organizational analysis

Strategic learning

Deep understanding of:

Public sector governance and management, particularly in welfare-related areas

Proven ability to:

Conduct complex investigations using interviews, document reviews, and other research methods

Collaborate with stakeholders across all organizational levels

Present results tailored for both strategic and operational leadership

Ability to deliver all required documentation and presentations as specified


Experience with:

Competence development in learning organizations

Lifelong learning strategies

Change management in public sector contexts

Ability to present findings to leadership and provide actionable recommendations
