Assignment Description:

The assignment must be carried out with high quality to ensure the contracting authority a fit-for-purpose execution in accordance with the requirements in the contract documents.

Mandatory Requirements:

* University degree in e.g., data/system science, economics, or equivalent, or a higher post-secondary education in Business Intelligence is advantageous.

* The consultant must achieve at least "Level 3" within the relevant area according to the framework agreement's defined competence levels.

* The consultant must have at least 3 years of documented experience at a minimum of 50% of full-time employment in developing and implementing Power BI reports.

* The consultant must have experience working with BI reports/output from operational systems in municipal or county council (regional) organizations/operations (state authorities are not accepted).

* The consultant can perform complex data modeling with Power BI.

* The consultant has advanced knowledge of Power Query and can write and optimize DAX functions.

* The consultant has good modeling skills and has knowledge/experience in integrating and processing data from several different data sources, including SQL Server, Excel, and other third-party sources.

* The consultant has good knowledge of system integration with operational systems.

* The consultant has good knowledge of performance optimization in Power BI reports.

* The consultant must have very good knowledge of Swedish, both spoken and written, to communicate effectively with the municipality's staff and other stakeholders.

* The consultant has a good ability to understand and work with output from municipal operational systems within e.g., school/municipal adult education.

* The consultant must be able to document their work in a structured and comprehensible manner.

* The consultant must have good ability and experience in collaborating in teams and with IT units and other stakeholders.

* The consultant has good knowledge of the General Data Protection Regulation (GDPR) and how it affects the handling and storage of data.

Proof of degree and work samples in the form of previously documented development work in Power BI must be provided upon request.

Meritorious (Added Value):

* The consultant has a university degree in e.g., data/system science, economics, or equivalent education, or a higher post-secondary education in Business Intelligence.

* The consultant has relevant certification in the current area, for example PL-300 Microsoft Data Analyst Associate, Power BI Certified Expert, or equivalent.

* The consultant has experience and competence in Microsoft Fabric.

* The consultant has relevant experience working with operational systems as data sources for BI reports in the area of labor market, financial aid, or adult education.

* The consultant has relevant experience working with the client's current operational systems as data sources for BI reports or equivalent.

Experience with the following source systems provides added value points: Alvis, Viva, Webbfocus, Easit GO, Raindance, Heroma.
